I want to say one thing publicly. I want to again thank Senator Warner. As he often points out, we came at the same time to this body. I have been blessed by having him as a partner and a ranking member for the short few months I have been chairman of the Armed Services Committee. Nobody could have asked for a better partner than I have had in Senator Warner. There are times, of course, that we don't agree with each other, but there has never been a time I can remember in 23 years where we don't trust each other. There is nothing more important in this body than to be able to look somebody in the eye and say that. That is something I feel very keenly. Our staffs have been extraordinary in their work. This has been a very difficult bill. In addition to thanking Senator Warner personally, I thank our staffs for the work they have done. Every night when I call David Lyles--every night--he is there with the staff until 10 or 11 o'clock. I do not even call him after 11 o'clock because that is when I go to bed, or at least I try to. I am pretty sure he stays on after that. I know it is true with Senator Warner's great staff, too.
