Mr. President, the Supreme Court has recently ruled--this is the Supreme Court talking: There is no bar to this Nation's holding one of its own citizens as an enemy combatant. A citizen, no less than an alien, can be part of the supporting forces hostile to the United States, and such a citizen, if released, would pose the same threat of returning to the front during the ongoing conflict. That is the Supreme Court's statement. We can and must deal with an al-Qaida threat. We can do it properly. The administration helped to draft almost all of this bill. The provisions which would be struck---- The PRESIDING OFFICER. The Senator's time has expired.
