I commend and congratulate Senator Domenici. He has been very active in the fight against proliferation. This gives the DOE important additional capability and authority to help us win the war against proliferation. This is a very important contribution to the nonproliferation effort. I was proud to cosponsor this amendment. Again, I commend the Senator from New Mexico.
