At the same time, we establish the policy of the United States to deploy a system which clearly violates the ABM Treaty. Doing those things will play into the hands of the most rabid, anti-Western political forces in Russia. We are going to pay a terrible price, not just in having more weapons face our States, we are also going to pay a terrible price in terms of lending unwitting support to the very anti-Western forces in Russia which are creating so much difficulty already, not just for Russia, but for the rest of the world.
