The point the chairman makes, it seems to me, cuts exactly the opposite way. Since an appropriation is hanging on the estimate when it comes to the intergovernmental money, it seems to me that is more of a reason that estimate should be accurate. We should not force the CBO to make wild guesstimates in order to comply with the requirement. They have told us over and over again that there are times when they cannot make estimates. But this bill says, ``Tough.'' That is what you are basically telling the CBO when it comes to the intergovernmental estimate: Make it anyway.
