with those assurances by the majority leader and the key members of the Commerce subcommittee who've been working on this bill, I can support this legislation. In the recently enacted, bipartisan Safe Drinking Water Act, we adopted a very different standard for rulemaking. In that legislation we said: ``At the time the Administrator (of EPA) proposes a national primary drinking water regulation under this paragraph, the Administrator shall publish a determination as to whether the benefits of the maximum contaminant level justify, or do not justify, the costs based on the analysis conducted under paragraph (3)(C).'' We will now be able to see how each of these proposals works in real life. I look forward to seeing and analyzing the results.
