“The big winners today are obviously the tens of thousands of children who are in the foster care system who need to move on into a permanent setting. I want to, though, say just a word about other implications of this legislation. I think it reflects the fact that, indeed, in certain vital areas it is critical that there be a constructive partnership between the Federal Government and State and local government. We often here get hung up in theoretical battles about who should do what. Often the answer is working together on the Federal, State, and local levels. We have in this bill certain roles for the Federal Government, not only funding, but a scorecard.”
