On the recordMay 23, 2000
Mr. Chairman, the annual review process has been, basically, a failure. We need both to gain the benefits from what we negotiated and find a better way to impact China. The Helsinki Commission worked not because the USSR agreed; but because we, the U.S., persevered. If we persevere with the provisions in the bill that the gentleman from Nebraska (Mr. Bereuter) and I and many others have put together, the best interests of our workers and our producers will prevail.
