there is just one basic issue relating to this rule: Why is the Republican majority hiding a report on individuals who flee America and give up their citizenship, in a sense, in name, in order to avoid paying American taxes? Why are our Republican colleagues hiding it? They should use some of their time to answer that question. In 1999, the gentleman from New York (Mr. Rangel) tried to address this, and in order to avoid it, the Republican majority said there will be a study with a report back by 2000. As far as I know, this is the year 2002. Why are all other provisions that have some legislating in them, why are they all protected except this one?
