“I, first of all, think he laid out a series of very important questions, and I concur that those are critical questions that need to be answered prior to the use of ground forces in Bosnia. But my question of the Senator is this: He pointed out this is not legally binding because it is a sense-of-the-Senate resolution. If this same language at a later time were offered without the words that it is a 'sense of the Senate' so that it did then become a legally binding document or language, would it be consistent for those of us who might vote yes today to vote no at a later time because of the timing of the offer of that language or for any other of a number of possible reasons?”
