“I cannot support the Helms amendment regarding U.S. policy concerning the establishment of an International Criminal Court in the future. The Helms amendment, in my judgement, goes too far. The amendment offered by Senator Helms would authorize the use of military force against a friendly country, the Netherlands, where the court might exist, in order to remove a foreign citizen from prison, even if the country of which that person is a citizen might not want that removal. I supported the alternative amendment offered by Senator Dodd which would have required the President to report to the Congress on any additional legislative actions necessary to advance and protect U.S. interests as it relates to the establishment of an International Criminal Court.”
