“I would ask the Parliamentarian for a definition of ``relevance.'' I would follow his definition. If the Parliamentarian asked me whether or not that provision was germane to the bill under the common germaneness definition, I would say, Boy, it sure sounds germane to me. But the Parliamentarian would tell me, No, sorry, that's not germane to the bill. I don't know what the technical definition of ``relevance'' is. But it is technically defined like the word ``germane.'' It is not just a general word which is taken from the dictionary. There is a parliamentary definition of the word ``relevant.'' That is the definition which is incorporated, I believe, in every single unanimous consent request that there be a relevance standard. Again, I repeat, and I think it is important we find this out, it is not uncommon to have a relevance standard in a unanimous consent request to limit amendments to debate so we can keep within the parameters of the bill.”
