This bill goes one step beyond that and creates the presumption that we are going to either pay for that increase for the public hospital or waive it. It does not do that for the private hospital. So, we go right down the road together, arm in arm as last year's bill did, which the Senator from Ohio is the prime sponsor of. This year we go one step further. This year we create the presumption, and it is pretty embedded in there, that we will pay. We are implying to people, we are sending out the message, we are creating an assumption that we will either pay that increase for the public hospital or waive it. That is where we have problems.
