Go back and read it, because all it says is, within the last 60 days, especially if there is express advocacy, if you attack a candidate, but do not say vote against, or if you say things that do not exactly say vote for, that, still, if the clear purpose is a political ad, it shall fall within independent expenditures and be controlled by the regulations with the FEC.
