If we could work out enough of these amendments, I would like to vote for this bill. I can assure my friend from Idaho that I supported the bill last year because I wanted to do something about these mandates. But we have to do it in a way which is effective, which does not waste taxpayers' dollars, because that is the last thing my friend from Idaho wants us to do, and in a way which allows us to function effectively as a legislative body. So my answer is if we can work out enough changes in the bill that we have discussed, I would like to be able to support this bill.
