It is not correct that, if we don't act today, there will be any impact on seniors. We could let the Senate act to try to do something permanently and come back next week, if we have to, and take up this bill. So this is the challenge before us. We are here once again doing something that is very temporary, that is very, very expensive, and we are failing to step up to the plate on permanent reform and a permanent fix, and doing it with a legislative process with a product that has not gone through committee, has had no public hearings, has had no real airing. We should not be acting blindly.
