I said ``long-term.'' My point is you, 6 months ago, helped produce a package that eliminated this provision, and now, you come here, and you say you want it permanent. This is acrobatics. This is congressional acrobatics. You are just spinning in an opposite direction, and you are making this place a circus. Mr. Speaker, I yield 5 minutes to the gentleman from Wisconsin (Mr. Kind).
