REGULATION OF FRACKING ON FEDERAL LANDS. Section 2(b) shall not take effect until the Secretary of the Interior, acting through the Director of the Bureau of Land Management, finalizes regulations governing the use of hydraulic fracturing under oil and gas leases for Federal lands, which shall require-- (1) baseline water testing, the results of which shall be posted on an appropriate internet website; and (2) public disclosure of each chemical used for hydraulic fracturing on an appropriate internet website.
