The text of the amendment is as follows: Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, add the following: ``(4) Offshore exclusions.--The plan required by paragraph (1) shall not include oil and gas leasing in any tract located in the Southern California planning area.''.
