Mr. Speaker, I yield myself such time as I may consume. I think we are fortunate that the majority leader spoke. It is very clear from his remarks what this is all about, at least in good measure, or I should say bad measure. This is another effort to attack ACA, the healthcare reform bill. Let me just mention the latest information we have about ACA that came out in today's Census report. Prior to the ACA, there were nearly 50 million uninsured in the United States. That was disgraceful, and the Republicans twiddled their thumbs while those uninsured remained uninsured. That number dropped to 29 million in 2015. The uninsured rate fell sharply in 2015 from 10.4 percent to 9.1 percent. Four million fewer Americans were uninsured in 2015 than in 2014--4 million--and it was the fifth straight year the uninsured rate has fallen since health reform's enactment in 2010. The bill, in terms of this provision, has been in effect for nonseniors for several years. It won't go into effect as to seniors until next year. If there is a need to look at ACA, it can be done next year. Why the rush here? It is because we are just a couple of months away from an election. I want to say one thing about the balance here in terms of this provision. If you look at the information that we received from the Joint Tax Committee on the distributional effect, here is what it would look like in 2024.…
