Mr. Chairman, I have an amendment at the desk, No. 21. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, strike lines 1 through 5 and insert the following: ``(2) Limitations.--The plan required by paragraph (1) shall not-- ``(A) provide for a total increase in the percentage of Federal lands described in paragraph (1) leased for oil and gas production in excess of 10 percent; or ``(B) provide for an increase in Federal lands described in paragraph (1) that would not provide a fair return for taxpayers.''.
