Mr. President, this has made it possible for us to be here tonight, and I wanted to say that while Senator Landrieu was on the floor and to express what I think is, if not the unanimous, certainly the near unanimous gratitude of this body, because I expect this will have an overwhelming vote. By the way, Mr. President, I ask unanimous consent also that our Presiding Officer, Senator Casey, be added as a cosponsor to our counterfeit parts amendment, No. 1092. It took us too many weeks to do this, but as I see the Presiding Officer in the chair, I am making up for lost time and asking unanimous consent that he be added as a cosponsor.
