Madam President. The bill before us is an important compromise. Neither side got exactly what it wanted, but this legislation will provide much-needed certainty across the government. It keeps the government open for business and helps us turn a corner toward a more regular funding process. It represents much-needed relief from the cycle of crisis and shutdown which has dominated here for too long. This bill will fund a strong military, cutting edge research projects, and investments in our Nation's families and young people. For Michigan, the bill will provide much needed funding exciting new research at Michigan State University, for long overdue harbor dredging, to prevent Asian carp from entering the Great Lakes, for new transportation projects, and for small airports. This bill isn't perfect. It shortchanges our financial regulators, zeroes out funds for some local communities with large amounts of Federal land, and leaves some other programs at lower levels than is required. Hopefully the PILT funding will be authorized in the farm bill. This bill is a significant improvement from years of shutdown threats and continuing resolutions that have put our Nation's government on autopilot. This is the first time in 3 years that we will have completed all 12 appropriations bills to properly allocate funding for all Federal agencies.…
