Madam President, in a moment I am going to ask unanimous consent that we proceed to a debate, to Senator Feinstein, who will speak on an amendment that she intends to offer but not offer it at this time. I will then ask she be followed by Senator Paul, who will speak on that same amendment. It is our intention then to move to a vote on the Leahy amendment to improve the Public Safety Officers' Benefits Program. This falls within the jurisdiction of the Judiciary Committee, but the chairman, whose amendment it is, and the ranking member, Senator Grassley, have both approved this amendment, and I would simply alert other Senators that if they wish to speak on this amendment, for or against, that it is our intention to proceed to a vote on the Leahy amendment following the speaking of Senator Paul and Senator Feinstein. So I ask unanimous consent that the Senate proceed in that way. The PRESIDING OFFICER. Without objection, it is so ordered.
