Mr. President, Colombia remains the most dangerous country in the world for trade unionists and workers seeking to exercise their internationally recognized right to organize and bargain collectively. The International Trade Union Confederation reported that in 2010 Colombia had 49 union worker assassinations. That is more than the rest of the world combined. To make matters worse, a 2011 ILO report found that the majority of the cases of violence against workers in Colombia had not been investigated nor had the perpetrators been brought to justice. That is simply unacceptable and the United States should not enter into a free trade agreement with a country with such an atrocious human rights record. The Colombian government has failed to enforce its laws, adhere to its international commitment on worker rights, or to prosecute those who commit acts of violence against workers. This repression of fundamental labor rights presents a threat to the lives of the workers in Colombia and a threat to the livelihoods of the workers in the United States who are forced to compete against a country that doesn't play by the rules. I have written several letters to the administration expressing concerns about entering into a free trade agreement with Colombia until these worker rights abuse concerns are adequately addressed. The agreement before us does not adequately address them, and as a result I will oppose H.R. 3078, the U.S.-Colombia Free Trade Agreement Implementation Act.…
