“As a matter of fact, I got the idea for the protections we write in here from ``Minority Report'' just because, as a tribute to the protections and civil liberties that are defended and protected in ``Minority Report,'' I had to be absolutely certain we would put these protections in our bill, to make sure that only if there were reason to believe a transfer of assets was going to go outside of the United States, or there would be conversion of assets, or it would endanger the life or physical safety of an individual, or result in flight from prosecution--those very criteria, carefully delineated, that are a tribute to the civil liberties and protections and privacy rights in this country to which my good friend from Texas just referred. I can assure my good friend from Texas, the lesson of ``Minority Report'' is carefully reflected in this amendment.”
