“The Snowe-Jeffords amendment, of which I am a cosponsor, proposes removing from the McCain-Feingold legislation all of Section 201, a section which would have codified several legal tests for determining when an expenditure expressly advocates the election or defeat of a candidate. The reason for striking those provisions is not because you or any of the other cosponsors of the Snowe-Jeffords amendment do not want to stop candidate attack ads that pretend to be issue ads, but because you are willing to leave that battle for the courts, is that right?”
