Is there a document that supports 130,000 would be needed? I would like to see a document that supports any analysis of what would be needed. That is the problem with the failure to plan for the aftermath. It is that there was no plan for the aftermath. If there is a document that says 130,000--and maybe my good friend from Rhode Island has the document we are referring to?
