this debate is about trade and not about terrorism. It is not about American leadership. America must lead in trade in the right direction. Trade must expand, and it has to be shaped as that happens, and that is what we have been doing these last years. We have voted on these bills. Do not pretend they do not exist. The Thomas bill would turn back the clock in key areas including those relating to labor. I am an internationalist. This is not about isolationism. It is about how we shape our role as internationalists. It is not about protectionism. We are beyond that. Trade is so important that the role of Congress has to change. We cannot be rubber stamps or silent partners or consultants. We must be participants. The Thomas bill falls so far short in that way. Vote, vote for the motion to recommit; and if that fails, vote against Thomas; and then if Thomas goes down and the recommittal motion goes down, we will come back and do it the right way.
