We have an inherent right to use military force in self-defense, and that means, under law which is well established, that if there is an imminent threat to the United States, we do not have to wait for that threat to be implemented. We can act against any imminent threat whether or not there is a U.N. resolution covering that threat. If it is an imminent threat, we may act in self-defense.
