Mr. President, we congratulate the Chairman and Ranking Member of the Appropriations Committee for presenting the Senate with an Appropriations bill which addresses so many of the water quality issues confronting America today. We also want to reiterate our support for a program of great interest to our colleagues from the Great Lakes states.
