It states: . . . one concept of equity among manufacturers requires equal treatment of equivalent vehicles made by different manufacturers'' that is, ``equal treatment of equivalent vehicles made by different manufacturers.'' The NAS continues, ``The current CAFE standards fail this test.'' That is what the Senator from Delaware was referring to.
