I said about two-thirds of the States get a smaller percentage under the amendment than they do under the underlying bill. I believe this chart comes from the Federal Highway Administration. I think every State gets more money because there is a significant amount of money that is added to the pot. My statement is that about 38 States get a smaller percentage of a larger pot than they did.
