let me join our chairman in commending Senator Byrd for the way in which he worked so hard for this commission, and for the valuable function this commission is going to perform for all of us. Whichever side of that debate we were on in terms of PNTR, and however we voted on it, this commission is going to be very helpful to all of us. I thank my friend from West Virginia.
