There is an objection. We reversed the order, No. 1, and there needs to be time for debate before one of those amendments. I urge there be a unanimous consent agreement entered into now that after this vote we proceed immediately to a vote on the Byrd amendment, and between this vote and the vote on the Byrd amendment, we work out an agreeable unanimous consent.
