“Perhaps we can get the numbers clarified overnight. Senator Daschle's estimate, after the first few years, where, I guess, there is a phase-in of some kind, is $1.2 billion, as the Senator from South Carolina indicated. I am trying to understand why that number might be lower than the number of the Senator from South Carolina, given the fact that under Senator Daschle's approach, the service members could keep their private insurance and then have it reimbursed by the Defense Department, which would seem to be a better deal for the service member. The service member has an option to maintain his private insurance but, on the other hand, might have a larger cost to the Government. I wonder if the numbers of the two amendments come from the same place and looking at the same time.”
