To try to clarify this, what the Senator from Virginia calls part 3 is a skinned-down version of 1 and 2, eliminating from 1 and 2 those provisions which might violate the understanding which existed that there would not be any provisions in this package that related to the energy piece and to the MILCON piece. The effort being made by the Senator from Virginia, as I understand it, is not to add something into this part in violation of an understanding, but is to make sure that parts 1 and 2--that this modification complies with the understanding that the Senator from Alaska and the Senator from Virginia had; is that correct?
