I will vote against the McCain amendment to cut funding from the technology reinvestment project. I find this an unpleasant task because I am strongly in favor of full funding for environmental cleanup and restoration at closed DOD bases. I am also a proponent of the technology reinvestment project. The McCain amendment would cut twice the amount of funding from TRP than it would restore to DERA. That tells me that the purpose of this amendment is to kill the technology reinvestment project, which I believe is wrong. As the previous amendment offered by Senator Bingaman showed, it is the sense of the Senate that the TRP is important to our national security, and ought to be the norm for the way the Pentagon does business. I believe that the TRP is a good example of a new way of doing business between the Federal Government and the private sector, one that is cooperative, cost-shared, competitive, and mutually beneficial.
