Let me just say that 301 as originally authored did not have the proviso in it that said unless there is an agreement to seize all poppy cultivation or drug trafficking activities, which modifies the original 301 which did not have that in there. This would simply say that they could get assistance if they simply agree that they will not continue the activities as we know it. Is that what the gentleman is referring to?
