Page 60, strike lines 3 through 7 and insert the following: (2) the Director of the Bureau may collect an assessment, fee, or other charge from any entity (defined as any bank holding company with more than $50,000,000,000 in assets or any nonbank financial holding company with respect to which a determination has been made pursuant to section 113 of Public Law 111-203) equal to the amount the Director determines is necessary and appropriate to carry out the responsibilities of the Bureau; (3) funds derived from any assessment, fee, or charge collected or payment made pursuant to this section shall not be construed to be Government funds or appropriated monies, and shall not be subject to apportionment for purposes of chapter 15 of title 31 or any other provision of law; and (4) the Director shall have sole authority to determine the manner in which the obligations of the Bureau shall be incurred and its disbursements and expenses allowed and paid, in accordance with this section.
