I must respectfully disagree. I must disagree because not only did we have 18,000 individuals on the waiting lists, waiting for public housing units; yes, these units were boarded up, these units were boarded up, and there had been a promise that there would be redevelopment that had not taken place. Not only do you have 18,000 on the waiting list, do you realize that many of the people that have been displaced because of Hurricane Katrina and Hurricane Rita are folks who were working, who had jobs? They lost their homes, they lost their jobs. They are living in temporary situations. They are in Houston, they are in Atlanta, they are in cities in Florida. They are all over. They now may qualify for public housing based on the fact that they have lost on their jobs. They want to return, they want to come back, and they should have an opportunity to apply for and receive public housing units that should be available to them. So let me just say that we should have one-for-one replacement because it is needed. People are standing in line.
