this is not the time to clamp down, to deny funds. When we talk about we want to help small businesses and we believe in this program and the fact that we should have community development in distressed communities, it does not make good sense. I would ask my colleague, my friend that I worked with very well, to reject the notion that somehow this is going to make this a better program. I would ask him to simply refrain from trying to deny access to funds for small businesses at this time.
