I thank the gentleman for yielding, and I thank him for offering this important amendment. This amendment builds on the important work of the gentleman from New York on combating illegal opioids in this country. It ensures that those who are sanctioned because of their involvement in the illegal trade of opioids do not get access to Ex-Im assistance, including any sanctions imposed pursuant to the Foreign Narcotics Kingpin Designation Act. I strongly support the gentleman's amendment to strengthen this bill with respect to preventing the illegal trafficking of synthetic opioids and urge all my colleagues to do so.
