I'm pleased that we could work in a bipartisan fashion to not only extend our expiring transportation and student loan interest rate programs, but to also reform the Federal flood insurance program. I'd like to thank Representative Judy Biggert for her leadership and commitment to reforming flood insurance. Representative Biggert and I both worked together to meet the needs of our respective caucuses, and the result is a bill that puts the flood insurance program on a solid footing. The flood insurance program provides insurance for over 5 million Americans. However, due to massive losses from Hurricane Katrina and an inefficient mapping system, the flood insurance program has faced challenges in serving homeowners and taxpayers. The Biggert-Waters bill will reauthorize the National Flood Insurance Program for 5 years and make critical improvements to the flood insurance program. The reforms in this bill will make flood insurance more affordable, give communities more input into flood maps, and strengthen the financial position of the flood insurance program. With that, I would urge an ``aye'' vote.
