I would just like to remind this body that Mr. McHenry is one of the ones responsible for the nonreauthorization of the Ex-Im Bank before. He didn't support it then, and he doesn't support it now, and he never will because he is opposed to Ex-Im Bank reauthorization, period. Mr. Chairman, I yield 5 minutes to the gentleman from Washington (Mr. Heck), a key sponsor of this legislation and a major supporter of Ex- Im.
