“we are debating a rule that is going to determine whether or not we vote on one of the most important items perhaps in some of our careers. We are talking about whether or not we are going to take a product that was produced by the Senate in the wee hours of the morning on one of the most important issues we will ever debate in this Congress, and rush it to the floor and vote on it, where significant changes have been made. There is a significant difference in what the Senate produced and what the House produced. We gave a lot. We worked on this to make sure that we could get a bill that would respect the civil liberties of the people of this country, and now it has all been undone because of one person on that side who will not allow them to bring it up. I would ask the Members of this Congress to reject that kind of action.”
