The text of the amendment is as follows: Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, insert the following: ``(4) Considerations.--In developing the plan under paragraph (1), the Secretary shall consider the number of inactive but approved Federal oil and gas leases and permits to drill issued before the date of enactment of this subsection.''.
