Mr. Chair, I have an amendment at the desk, No. 82. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, line 13, strike ``date of enactment of this subsection'' and insert ``effective date of this subsection''. Page 3, strike lines 1 through 5 and insert the following: ``(2) Limitations.--The plan required by paragraph (1) shall not-- ``(A) provide for a total increase in the percentage of Federal lands described in paragraph (1) leased for oil and gas production in excess of 10 percent; or ``(B) provide for any increase in oil and gas drilling if that oil and gas drilling would impact deployment of renewable energy projects on Federal lands.''. Add at the end the following: SEC. 3. EFFECTIVE DATE. This Act, and any amendments made by this Act, shall take effect on the date on which the Secretary of Energy certifies that increased oil and gas drilling on Federal lands will not impact deployment of renewable energy projects on Federal lands.
