I welcome the even begrudging ``yes'' vote from the gentleman from Georgia. I will just say there is no budget gimmick here. This vote is going to unite America. It is going to heal America. Mr. Speaker, I yield 1 minute to the gentlewoman from Michigan (Mrs. Dingell), my good friend who serves on the Energy and Commerce Committee and the Natural Resources Committee.
