Because these girls are under the care of the Federal Government and the Federal Government in effect becomes their parent, then it is the responsibility to make sure that these girls do not fall between the cracks, and sadly, our Government has failed young girls in the foster care system by not intervening with aggressive effort to meet the unique and special needs of this vulnerable population.
